Minutes of the Executive Bureau Meeting in
Rome, March 18, 2016

President Symou welcomes all the members of the Executive Bureau
who are present in Rome. He thanks everybody who came to Rome to
support the fight of SAP General Secretary Gianni Tonnelli who has
been on a hunger strike for over two months in order to attract the
attention and cooperation of the Italian Government who seems to be
completely oblivious to all the problems. In Italy there is a shortage of
about 45000 police officers and the budgets for material end training
are completely insufficient. In the last 20 years, the budget for
material was reduced from 90 Mio to 15.5 Mio Euros. The safety of the
police officers is not guaranteed.
The following countries were present at the support initiative in Rome:
Albania, Cyprus, France, Holland, Macedonia, Portugal, Romania,
Spain
A press conference was held and all the members attending presented
their flags in front of the Italian Parliament on Piazza Montecitorio.
The members of the Executive Bureau used the occasion to have a
meeting and the following matters were discussed:
President Andreas Symeou informs about the activities since the last
EB meeting in Brussels, he attended the Meeting of the INGO in
Strasbourg and supported the strike in Slovenia with letters to various
authorities.
The General Secretary Geert Priem was also involved in the support of
the strike in Slovenia with letters and an interview with the Slovenian
press in November, in January he gave a presentation in Tunis about
the structure of police and about terrorism, also in January he
attended the Conference of the INGO in Strasbourg. Support letters
were also written to the Albanian Authorities. The GS has been trying
to get in touch with MPA (Malta) and had to find out that they
appeared on the website of Eurocop as a member.
The GS made contact with Olexandr Dichek from IAU (International
Antiterrorism Unity, Ukraine and expressed our willingness to support
them with knowledge.
Deputy General Secretary Tihomir Klimosky informed us about the new
Website of MPS which will be www.mps.mk. He also talked about the
political crisis and the great difficulties that the Macedonian police is
facing at the moment. Due to the elections in May there seems to be
lots of confusion and two Prime Ministers and to Ministers of Interiour
at the same time. Another big issue is the refugee crises and the lack
of material for the police, MPS helped buying tents etc., there was

absolutely no help from Europe and the situation is very difficult,
finances are running out. Tihomir also updated us on the Strike in
Slovenia. In Bosnia, a new President has been elected and he will get
in touch with him. There is unfortunately not much contact with our
colleagues in Serbia and an updated situation would be useful.
Deputy General Secretary Massimo Denarier thanked everybody for
coming to Rome and that our presence was very much appreciated. He
explained the situation about the difficulties between SAP and the
Italian Government. The problems started two years ago when SAP
proposed to have a better police structure ad to create a civil police
and a military police instead of 5 kinds of national police and 3 kinds
of regional police. A new police would be much more efficient and
more productive and would cost the taxpayer less money. The whole
police apparatus is blown up and expensive.
One of the police officers who spoke to a journalist about the lack of
security has a disciplinary case against him now. Sap will continue
their fight for a better labor time table of the police officers.
Treasurer Chantal Pons Mesouaki updated us about the financial
situation of CESP and informed us that Serbia did not pay the
membership fee last year. She will have a clearer picture about the
whole situation on the occasion of a next Executive Committee
Meeting.
Deputy General Secretary Jesus Lira is still in the process of finding
the best possible solution about cloud storage. He also informed us the
SPP is looking in to the possibility of organizing an Executive
Committee Meeting.
The administration is looking into creating a new webpage because our
webpage is quite old and needs lots of updating. It would be useful if
all members could post their news directly on the CESP webpage. For
the time being everybody is kindly asked to send news to Elisabeth
Villiger Toufexis, who can post everything in the CESP Facebook page.
