Starting from the Government decision, Nr. 826, dt. 05.12.2011, which states that the special fund for the reward of police employees notified for best working results as well as notified for social-cultural activities is blocked, the Albanian State Police Union, is so worried about this decision and due to this we want to make known to the public this arbitrary decision of the Government blocking this fund of 14 000 000 lek accumulated from the special fund.

This fund is meant to be used for the realization of the police employees reward as it is foreseen in the point 5 of the State Police Law. Even though this point is approved by a Government decision Nr. 183, point 6, dt. 09.02.2011.

Albanian Police Union is aware of the fact that the General Director of State Police, based on the law 9 of the Albanian State Police is responsible for an effective management of the approved budget. Based on this acts approved by the People’s Assembly, the General Director has handed over the requests for rewards end of year for the police employees, but the State Treasury by an order of the Government which is against the Government decision and against the above mentioned acts has blocked the fund which the General Director was going to use in accordance to the law implementation for the rewards of the end of the year.

It is very hard for the police employees as they feel themselves offended and in a very difficult economic situation at this end of the year as the Government owns them beneficiaries approved by the below normative acts:

1 – Seniority which is given to all the employees of public administration, while this seniority is not given to police employees since 2003 and on even it is foreseen in article 88, point 4 of the State Police Law thus enabling that the police employees will benefit 13% less on monthly bases.

2 – Police employees are not treated with food since 2008 regardless the fact that this treatment is approved by a decision of the council of ministers, nr. 494, dt. 01.08.2007, thus effecting that each police employee will be denied 10 000 lek per month.

Apart of this the governmental debt is increased more this year for the unpaid perdiems which effect directly the family budget of each police employee. This debt actually reaches the total sum of 80 000 000 lek. At the same time there still unpaid 50 000 000 lek for over working hours for the same year. This unpaid beneficiaries are kept in an arbitrary way by the government pretending the lack of funds when our P/minister has declared an economic growth of 4%.

Under these conditions it is intolerable that the government blocked this special fund leaving the police employees and their families without any kind of reward for the celebrations of the end of the year at the same time when the crime doesn’t pay neither the life of the police employees nor their families as it happened recently with the Deputy of Tirana Regional Police Directorate.

Based on the great number of claims done by police employees members of the Police Union we ask to the government to urgently review the conditions of the police employees aiming to an improvement of their economic situation avoiding the deterioration of their situation.

We are strongly convinced and decided that the problems of the police employees are not going to pass through the deaf ear of the government as it had happened in the past. To defend our rights we will use all the legal spaces addressing to all police employees to refuse all police services during extra working hours as well as those out of their place of living until the full payment within the time foreseen by the law. With the request of its membership the Union is considering the organization of the gatherings of police employees, which is a right known by law being supported in these gatherings by CESP as well.
